1. Repainting of Union Lane Water Storage Tank and Ancillary Improvements to the Water Treatment Plant
a. Item #8 in the Consultant’s Scope of Work states, “Allow for ten (10) tank inspections.” This number appears to be a little light for a tank rehab and painting project. Please confirm the number of inspections for the preparation of the proposal.

We are allowing for ten (10) and will add more as we feel necessary.

b. Item #1 in the scope of work asks for a subsurface geotechnical study by a Geotechnical engineer. We do not see where such a study would be necessary for this particular project. Please confirm?

The Firm can exclude or modify with an explanation.

c. Does the Borough want the two existing transfer pumps replaced with new transfer pumps?

No

2. Old Bridge Road 300,000 Water Storage Tank
a. Item #8 in the Consultant’s Scope of Work states, “Allow for ten (10) tank inspections.” Generally NJDEP/NJEIT would require a larger number of inspections for a new tank construction project. Typically one might expect something like 7 days of inspections for tank erection and 30 days of inspections for tank painting. Please confirm the number of inspections for the preparation of the proposal.

The Firm may modify this number for 500 hours of field inspection to be billed time and material rate.

b. Can you elaborate on what is meant in the RFP by “other ancillary modifications” and does it include the following?
i. The existing well pumps into the lower storage section of the existing water tank. Does the scope of work include replacing the well pump and motor to increase its pumping head to reach the higher level in the new 300,000 gallon tank?

ii. The existing booster pumps draw water from the lower storage section of the existing water tank and pump up to the upper tank section. Does the scope of work include demolition of the on-site booster pumps and related piping system?

3. Demolition of the Old Bridge Water Storage Tank
a. During the demolition of the existing tank does the Borough require air quality monitoring for possible lead and other contaminants in the paint?

Section III, Background, 2nd paragraph, 2nd line, we are assuming that “demolition” should be “design,” please confirm.

Yes it should say “design”

Section IV, Scope:
- what is the size of the existing generator (kW)? Is it natural gas or diesel? Will it be replaced with a generator of the same size and fuel type?

125 kw diesel. We are looking to replace with 125 kw natural gas

- Has the Borough selected a type of elevated tank? e.g. watersphere, legged elevated, composite elevated? Does the scope include an evaluation of different types of tanks?

300,000 gallon sphereoid similar to Union Lane Water tower

Section III & IV describes “ancillary modifications at the water treatment plant” and design of “mechanical, electrical, control and instrumentation systems for the tank and water plant.” What is the scope of work to be done at the plant, other than the generator replacement and integrating the new tank with existing SCADA?

Section IV, Scope:
- The scope includes design of optimization of daily use of water supply, source water distribution and chemical feed. Are there existing studies that have identified recommended improvements?

No

Is there a hydraulic model of the system?

No

- The numbered scope list includes items that are typically not required for a tank repainting project (geotechnical investigation, 10-month construction period). Is it acceptable if we exclude/modify these items in our proposal as appropriate, with explanation?
