MINUTES April 25th, 2016 WORK SESSION START: 7:30 PM

PRESENT: MAYOR NICOL, COUNCILMEN GARRUZZO, GIANFORTE, GORHAM, NOLAN & VISCEGLIA, ATTORNEY MONTENEGRO & ADMINISTRATOR NOLAN.

ABSENT: COUNCILMAN SHAAK

Mayor Nicol announced that any member of the public wishing to audio or video record a Council Meeting must give notice to the Borough Clerk prior to the meeting being recorded.

Mayor Nicol convened the work session in compliance with the Open Public Meetings Act and recognized the Administrator, who had advised Council that he had received a call from a ADA for the ABC to advise that, as a result of the conversion to a computer system, all liquor licenses, including seasonal licenses, were for a term July 1st through June 30th. As a result the Borough could not act on the renewal of the Waypoint 622 license this evening. However, the Waypoint 622 can resume the sale of alcoholic beverage from May 1st to June 30th, 2016 pending the renewal of the license. The resolution was pulled from the agenda.

Eagle Scout, Alexander Fallon, then explained his project to the Governing Body and sought their approval to clean up, regrade and improve safety conditions on the Borough right-of-way that connects Quail Place to Shore Drive. Council gave their approval.

Board of Recreation Chairman John Devereux then announced the winners of the annual “Snowman Contest”. While there were many outstanding submissions the ultimate winners were the Petracco Family and the Siano Family of Crescent Drive for their joint creation “Wanda the Whale”. The winners received gift certificates for Hoffman’s Ice Cream.

There being no further comment, work session was adjourned at 7:42 p.m. on a motion by Councilman Visceglia, seconded by Councilman Garruzzo.

MINUTES April 11th, 2016 START: 7:43 P.M.

PRESENT: MAYOR NICOL, COUNCILMEN GARRUZZO, GIANFORTE, GORHAM, NOLAN & VISCEGLIA, ATTORNEY MONTENEGRO & ADMINISTRATOR NOLAN.

ABSENT: COUNCILMAN SHAAK

Following a moment of silent prayer, a salute to the flag and a roll call, the Minutes of the April 11th Regular Meeting were approved on a motion by Councilman Gianforte seconded by Councilman Visceglia; all aye; no nays. Passed (Councilman Gorham abstained)

Councilman Garruzzo seconded by Councilman Nolan introduced Resolution 16-42 for Passage of the Consent Agenda.

Resolution:

B. This resolution was removed and carried to a future meeting as a result of an amendment to ABC procedures.

Vote: Council Members Garruzzo, Gianforte, Gorham, Nolan & Visceglia; all aye, No nays. Passed

Councilman Visceglia seconded by Councilman Gorham introduced Resolution 16-43 for Payment of Bills. Be It Resolved, that the following bills be paid, and that the Mayor or President of Council be authorized to draw orders on the Chief Finance Officer for payment of the bills of April 25th, 2016, as reviewed by the Finance Committee and as listed on the Resolution and the Computer Bill List amended thereto. Vote: Council members Garruzzo, Gianforte, Gorham, Nolan & Visceglia: all aye. No nays. Passed

Mayor Nicol then announced that the time had arrived for the introduction and passage on first reading of “BOND ORDINANCE PROVIDING FOR VARIOUS CAPITAL IMPROVEMENTS AND THE ACQUISITION OF VARIOUS CAPITAL EQUIPMENT, APPROPRIATING $1,677,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $1,441,150 BONDS AND NOTES TO FINANCE A PORTION OF THE COST THEREOF, AUTHORIZED IN AND BY THE BOROUGH OF BRIELLE, IN THE COUNTY OF MONMOUTH, NEW JERSEY”.

The hearing was opened on a motion by Councilman Gianforte seconded by Councilman Visceglia.

The Administrator explained that the ordinance would implement the capital component proposed in the 2016 Municipal Budget.

The hearing was closed on a motion by Councilman Gianforte seconded by Councilman Visceglia.

Councilman Nolan seconded by Councilman Gorham introduced Resolution 16-44 for passage on second and final reading. Vote: Council members Garruzzo, Gianforte, Gorham, Nolan & Visceglia; all aye. No nays. Passed.

Councilman Garruzzo seconded by Councilman Nolan, introduced Resolution 16-45 to authorize publication of the foregoing ordinance in the Coast Star in accordance with Local Bond Law. Vote: Council members Garruzzo, Gianforte, Gorham, Nolan & Visceglia; all aye. No nays. Passed.

Mayor Nicol, in the absence of Councilman Shaak, reminded the public that the First Aid Squad, in junction with the Central Jersey Blood Bank, would conduct a blood drive, at the First Aid Building, on May 10th between the hours of 4:00 pm and 8:30 pm. The Mayor then called for committee reports and recognized Councilman Gianforte who had no report.

Councilman Nolan noted that the Bocce Ball Courts were now open on Saturdays from 3:00pm to 6:00pm. The North vs. South competition would be held on June 4th.

Turning to the Library, he reminded the public of their free admission tickets to the New Jersey Battleship Memorial and the Museum of Natural History.

Councilman Garruzzo reminded the public that National Prescription Drug Take-Back Saturday will be April 30th, 2016 10:00 am to 2:00 pm at the Brielle Police Department.

The program provides a safe and convenient way to dispose of potentially dangerous expired, unused and unwanted prescription drugs; it also educates the public to the potential for the abuse of these medications. The Police cannot accept liquids, needles or sharps, only pills or patches.

The Councilman reminded the public how insidious the abuse of prescriptions drugs had become, how dangerous they could be, and how most abusers obtain them from family and friends, hence the importance of disposing properly of unwanted and unneeded prescription drugs.

Councilman Gorham & Visceglia having no reports the meeting was open to the public.

There being no public comment the meeting was adjourned at 7:50 pm on a motion by Councilman Visceglia seconded by Councilman Gorham.

Whereas: on April 18th, 2016 Girl Scouts of the Jersey Shore, 1405 Old Freehold Road Toms River, NJ 08753 submitted Raffle Application No. 2016-6 ID, No. 145-5-41300 for an Off-Site 50/50 raffle, to be held at Manasquan River Golf Club, 843 Riverview Drive Brielle NJ 08730 on July 11th, 2016 at 9 pm.

Whereas: the Brielle Police Department had indicated that it has no objection to granting this License.

Now, Therefore, Be It Resolved: that the Governing Body of the Borough of Brielle directs the Business Administrator to sign the Findings and Determination and the Municipal Clerk is to issue the required License on behalf of the Borough.
