MINUTES FEBRUARY 8th, 2016 WORK SESSION START: 7:30 PM

PRESENT: MAYOR NICOL, COUNCILMEN GARRUZZO, GIANFORTE, GORHAM & SHAAK, ATTORNEY MONTENEGRO & ADMINISTRATOR NOLAN.

ABSENT: COUNCILMEN NOLAN and VISCEGLIA

Mayor Nicol announced that any member of the public wishing to audio or video record a Council Meeting must give notice to the Borough Clerk prior to the meeting being recorded.

Mayor Nicol convened the work session in compliance with the Open Public Meetings Act and recognized the Administrator, who had no formal report.

There being no further comment, work session was adjourned at 7:32 p.m. on a motion by Councilman Gianforte, seconded by Councilman Garruzzo.

MINUTES FEBRUARY 8th, 2016 START: 7:33 P.M.

PRESENT: MAYOR NICOL, COUNCILMEN GARRUZZO, GIANFORTE, GORHAM & SHAAK, ATTORNEY MONTENEGRO AND ADMINISTRATOR NOLAN

ABSENT: COUNCILMEN NOLAN and VISCEGLIA

Following a moment of silent prayer, a salute to the flag and a roll call, the Minutes of the January 25th Regular Meeting were approved on a motion by Councilman Shaak seconded by Councilman Gorham; all aye; no nays. Passed

Councilman Garruzzo seconded by Councilman Gianforte introduced Resolution 16-18 for Passage of the Consent Agenda.

Resolution:
A. To authorize the National Multiple Sclerosis Society to conduct their annual “Coast the Coast” Bike Ride through Brielle.
B. To authorize the Administrator to issue the 2016 Food Handler Licenses
C. To authorize the Administrator to arbitrate Health Insurance Claims and Coverage on behalf of the Borough.
D. To authorize the Administrator execute an agreement to resolve a dispute over a water/sewer bill re: Account #217-0.
E. To authorize the Mayor or Business Administrator to execute a grant agreement with Monmouth County re: Open Space.

Vote: Councilmen Garruzzo, Gianforte, Gorham, & Shaak; all aye, No nays. Passed

Councilman Garruzzo seconded by Councilman Gorham introduced Resolution 16-19 for Payment of Bills. Be It Resolved, that the following bills be paid, and that the Mayor or President of Council be authorized to draw orders on the Chief Finance Officer for payment of the bills of February 8th, 2016, as reviewed by the Finance Committee and as listed on the Resolution and the Computer Bill List amended thereto. Vote: Council members Garruzzo, Gianforte, Gorham & Shaak: all aye. No nays. Passed (Note: Councilman Gianforte was appointed to the Finance Committee for purposes of this meeting).

Mayor Nicol then called for Committee Reports and recognized Councilman Gianforte who had no report.

Councilman Garruzzo provided the assembly with the monthly police report. There had been 16 adult arrests (1 burglary, 1 credit card theft, 5 DWI, 3 Marijuana possessions, 1 possession of drug paraphernalia, 1 harassment, 1 criminal mischief and 3 warrant arrests.

In addition there had been 243 motor vehicle stops and 6 motor vehicle accidents had been investigated.

The Police Department also wished to again caution residents not to give out any personal identification information or bank and credit card information to any individual over the telephone. Residents should report such scams to the Police.

Councilman Shaak and Councilman Gorham had no reports.

There being no further comment, the meeting was adjourned at 7:38 pm on a motion by Councilman Shaak seconded by Councilman Gorham
