PRESENT: MAYOR NICOL, COUNCILMEN GARRUZZO, GIANFORTE, NOLAN, SHAAK & VISCEGLIA, ATTORNEY MONTENEGRO AND ADMINISTRATOR NOLAN

ABSENT: COUNCILMAN GORHAM

Mayor Nicol announced that any member of the public wishing to audio or video record a Council Meeting must give notice to the Borough Clerk prior to the meeting being recorded.

Mayor Nicol convened the work session in compliance with the Open Public Meetings Act and recognized the Administrator, who advised Council that he had nothing to report.

There being no further comment, work session was adjourned at 7:31 p.m. on a motion by Councilman Shaak seconded by Councilman Nolan.

ABSENT: COUNCILMAN GORHAM

Following the announcement on recording devices, a moment of silent prayer, a salute to the flag and a roll call, the Minutes of the April 27th, 2015 meetings were approved on a motion by Councilman Garruzzo seconded by Councilman Visceglia; all aye; no nays. Passed

Mayor Nicol then announced that the time had arrived for a hearing on the Amendment to the 2015 Municipal Budget.

The hearing was opened on a motion by Councilman Gianforte, seconded by Councilman Shaak.

The Administrator explained that the amendment simply shifted funds from one debt service appropriation to another and had no impact on the tax rate.

There being no further comments by council or the public, the hearing was closed on a motion by Councilman Nolan seconded by Councilman Visceglia.

Councilman Nolan, seconded by Councilman Garruzzo introduced Resolution 15-52 for passage of the 2015 municipal budget as amended (see insertion). Vote: Councilmen Garruzzo, Gianforte, Nolan, Shaak & Visceglia; all aye. Passed

Councilman Nolan seconded by Councilman Garruzzo, introduced Resolution 15-53 for Passage of the Consent Agenda. Vote: Councilmen Garruzzo, Gianforte, Nolan, Shaak & Visceglia; all aye, No nays. Passed

Councilman Visceglia, seconded by Councilman Shaak introduced Resolution 15-54 for Payment of Bills. Be It Resolved, that the following bills be paid, and that the Mayor or President of Council be authorized to draw orders on the Chief Finance Officer for payment of the bills of May 11th, 2015, as reviewed by the Finance Committee and as listed on the Resolution and the Computer Bill List amended thereto. Vote: Council members Garruzzo, Gianforte, Nolan, Shaak and Visceglia: all aye. No nays. Passed

Mayor Nicol announced that the time had arrived for a hearing and passage on final reading of “A BOND ORDINANCE PROVIDING AN APPROPRIATION OF $408,000.00 FOR MISCELLANEOUS IMPROVEMENTS FOR AND BY THE BOROUGH OF BRIELLE, IN THE COUNTY OF MONMOUTH, STATE OF NEW JERSEY, AND AUTHORIZING $387,600.00 BONDS OR NOTES OF THE BOROUGH OF BRIELLE FOR FINANCING PART OF THE APPROPRIATION”.

The hearing was opened on a motion by Councilman Shaak, seconded by Councilman Visceglia.

The Administrator explained that the ordinance implemented the capital section of the budget.

The hearing was closed on a motion by Councilman Shaak seconded by Councilman Nolan.

Councilman Garruzzo seconded by Councilman Visceglia moved resolution 15-55 for passage on final reading. Vote: Councilmen Garruzzo, Gianforte, Nolan, Shaak & Visceglia; all aye. No nays. Passed

Councilman Garruzzo seconded by Councilman Visceglia, introduced resolution 15-56 to authorize publication of passage and adoption in the Coast Star according to Local Bond Law. Vote: Councilmen Garruzzo, Gianforte, Nolan, Shaak & Visceglia; all aye. No nays. Passed

The Mayor then announced that the time had arrived for the introduction and passage on first reading of “AN ORDINANCE TO REALLOCATE UNEXPENDED BALANCES FROM PREVIOUSLY APPROVED BOND RDINANCES AND TO REDEDICATE THESE BALANCES FOR ADDITIONAL CAPITAL IMPROVEMENTS”.

The hearing was opened on a motion by Councilman Shaak seconded by Councilman Nolan.

The Administrator explained that the ordinance reallocation unexpended funds from prior bond ordinances, already included in the Borough’s Debt Statement(s), to fund current projects.

The hearing was closed on a motion by Councilman Visceglia, seconded by Councilman Nolan.

Councilman Nolan seconded by Councilman Gianforte, introduced Resolution 15-57 for passage on final reading. Vote: Councilmen Garruzzo, Gianforte, Nolan, Shaak & Visceglia; all aye. No nays. Passed

Councilman Garruzzo seconded by Councilman Nolan, introduced Resolution 15-58 to authorize publication of passage and adoption in the Coast Star according to Local Bond Law. Vote: Councilmen Garruzzo, Gianforte, Nolan, Shaak & Visceglia; all aye. No nays. Passed.

Mayor Nicol called for Committee Reports and recognized Councilman Gianforte who advised that he had no report.

Councilman Nolan advised that the On-Line Magazines were now available through the Library for those with a library card. He also noted that the Manasquan Group of Artists would hold an “Open-House” on May 30th between the hours f 1:00 pm and 3:00pm.

The Board of Recreation would hold the annual North vs. South contest on May 30th. The deadline for registration was May 19th.

Councilman Nolan also complemented the Finance Committee for their excellent and arduous job in putting the 2015 municipal budget together.

Councilman Garruzzo had no report.

Councilman Shaak had no report, but he cited Boy Scout Troop #63 and their success in having members attain the rank of Eagle Scout. In May of this year four members, Zach Hauge, Joshua Ostberg, Liam Tobin and Jeff Hall had advanced, all of their projects had benefited the Borough.

Councilman Visceglia having no reports the meeting was open to the public and Edward Burke, 409 Union Lane, advised the Council of his “disgust” with the “dust” resulting from the Union Lane Water Main Replacement project; he urged Council to be more diligent in insisting that the contractor sweep the area at the end of the day.

Mr. Burke also took umbrage at the way in which the DPW collected brush. He felt that too much material was left behind and he urged them not to rely on the “claw”, but to get some men on the road with brooms and trash receptacles to collect the residue.

The meeting was then adjourned at 7:39 pm on a motion by Councilman Visceglia seconded by Councilman Nolan.

RESOLUTION OF THE BOROUGH OF BRIELLE


BE IT RESOLVED, that the Borough Administrator, Thomas F. Nolan, is hereby authorized, by the Governing Body of the Borough of Brielle, to execute a Change Order for the Union Lane Water Main Replacement Project, designated as Change Order No. 1, in the amount of $5,154.25.


Vote: Councilmen Garruzzo, Gianforte, Nolan, Shaak & Visceglia; all aye. No nays. Passed Absent: Gorham. None abstained.
