MINUTES DECEMBER 22nd, 2014 WORK SESSION START: 7:30 PM

PRESENT: MAYOR NICOL, COUNCILMEN GARRUZZO, GIANFORTE, GORHAM, NOLAN & VISCEGLIA, ATTORNEY MONTENEGRO & ADMINISTRATOR NOLAN.

ABSENT: COUNCILMAN SHAAK

Mayor Nicol announced that any member of the public wishing to audio or video record a Council Meeting must give notice to the Borough Clerk prior to the meeting being recorded.

Mayor Nicol then convened the work session in compliance with the Open Public Meetings Act and recognized the Administrator, who advised Council that he had nothing to report.

Mayor Nicol read the Annual Christmas Resolutions (see insertions).

Whereas, The Borough of Brielle has been formed in accordance with applicable statutes, and
Whereas, Chapter VII of the code of the Borough of Brielle entitled “traffic” is silent on the subject of sleighs and Reindeer, and
Whereas, The necessities of the Holiday season demand clarification of this deficiency.
Now therefore be it resolved, That sleighs and Reindeer shall be permitted to land on rooftops in the Borough of Brielle during the period December 24th through December 25th (inclusive), and
Be it further resolved, that no parking citations shall be issued to operators of the aforementioned vehicles provided that they fit the following description: “Little”, “Old”’ “Lively” & “Quick” & can produce valid identification that their name is “Saint Nick”.

Whereas, the Borough of Brielle has been formed in accordance with applicable statutes, and
Whereas, the governing body of the Borough of Brielle seeks to ensure the well-being of all its residents, and
Whereas, it is in the best interests of the aforesaid Brielle residents that there be a white Christmas.
Now therefore be it resolved, that there shall be snow in the Borough of Brielle during the period December 24th through December 25th, 2014, and
Be it further resolved, that the Borough Clerk shall forward a copy of this resolution to the appropriate "implementing" agencies.

The work session was adjourned at 7:35 p.m. on a motion by Councilman Garruzzo, seconded by Councilman Gorham.

MINUTES DECEMBER 22nd, 2014 START: 7:36 P.M.

PRESENT: MAYOR NICOL, COUNCILMEN GARRUZZO, GIANFORTE, GORHAM, NOLAN & VISCEGLIA, ATTORNEY MONTENEGRO & ADMINISTRATOR NOLAN.

ABSENT: COUNCILMAN SHAAK

Following a moment of silent prayer, a salute to the flag and a roll call, the Minutes of the December 8th, 2014 Regular meeting were approved on a motion by Councilman Nolan seconded by Councilman Gianforte; all aye; no nays. Passed (Councilmen Garruzzo & Visceglia abstained).

Councilman Garruzzo seconded by Councilman Gianforte, introduced Resolution 14-108 for Passage of the Consent Agenda.

Vote: Councilmen Garruzzo, Gianforte, Gorham, Nolan & Visceglia; all aye No nays. Passed

Councilman Visceglia seconded by Councilman Gorham, introduced Resolution 14-109 For Payment of Bills. Be It Resolved, that the following bills be paid, and that the Mayor or President of Council be authorized to draw orders on the Chief Finance Officer for payment of the bills of December 22nd, 2014, as reviewed by the Finance Committee and as listed on the Resolution and the Computer Bill List amended thereto. Vote: Councilmen Garruzzo, Gianforte, Gorham, Nolan & Visceglia; all aye. No nays. Passed

Mayor Nicol called for Committee Reports and recognized Councilman Gianforte who had no report.

Councilman Nolan cited the Brielle Library’s up-coming programs such as “To Catch a Thief” on January 15th and one on how to read to a Therapy Dog.

The Board of Recreation bus trip had been a great success and the basketball program was in full swing.

Councilman Garruzzo provided the November statistical report citing 8 adult arrests, 3 DWI, 1 simple assault, 1 disorderly conduct and 3 warrants. The Police also investigated 7 motor vehicle accidents.

Councilman Garruzzo also offered safety and security tips for the holidays. Lock all doors and windows when you leave home, complete a Closed Home Report if you stop mail or newspaper delivery, or request a neighbor to pick these items up. Leave some lights on when you are away. Don’t leave large displays of holiday gifts where they are visible through a window. Ensure that holiday lights are not damage or frayed to avoid fires. When shopping at night, park in well illuminated areas and lock all the doors of your vehicle. Don’t leave packages in the vehicle where they are visible, and as always, if you see something suspicious call the police.

Councilman Gorham having no report, in the absence of Councilman Shaak, Councilman Visceglia gave the Public Works report citing the arrival of the new 5,000 gallon brine storage tank, the installation of a new drain at the confluence of Cedar Lane and Shore Drive, and a reminder to please keep vehicles off the street in inclement weather. Councilman Visceglia also extended the departments holiday greetings to the public.

Mayor Nicol and each Councilmember in turn wished everyone a Happy Holiday and a Merry Christmas.

The meeting was opened to the public and Rory Bogan 803 Pine Road, was recognized; he asked about the status of the CERT Team and he was advised that it had been dormant in recent years but, if he were interested, the person to contact would be Councilman Shaak.

The meeting was adjourned at 7:45 pm on a motion by Councilman Gianforte seconded by Councilman Nolan.
