MINUTES DECEMBER 8th, 2014 WORK SESSION START: 7:30 PM

PRESENT: MAYOR NICOL, COUNCILMEN GIANFORTE, GORHAM, NOLAN & SHAAK, ATTORNEY MONTENEGRO & ADMINISTRATOR NOLAN.

ABSENT: COUNCILMEN GARRUZZO AND VISCEGLIA

Mayor Nicol announced that any member of the public wishing to audio or video record a Council Meeting must give notice to the Borough Clerk prior to the meeting being recorded.

Mayor Nicol then convened the work session in compliance with the Open Public Meetings Act and recognized the Administrator, who advised Council that he had nothing to report.

Mayor Nicol then introduced Probationary Patrolman Brian Dreher to the public.

Brian Dreher began his career with the Brielle Police Department in November 2010. Prior to his appointment he had been a Class II Special Office in Manasquan. Brian has been an asset to the Brielle Police Department and has received commendations for his diligence in protecting our citizens. In January 2015, he shall enroll in the Monmouth County Police Academy for the Basic Course Police Training. He has an Associate’s degree in Criminal Justice and is an Eagle Scout. He resides in Brick, with his spouse Marissa, and we all look forward to Brian joining the Police Department in a position that he has worked hard for and it is well deserved.

Chief Palmer complimented Patrolman Dreher and stated that he would be an asset to the Department.

There was no further comment from Council or the Public.

The work session was adjourned at 7:40 p.m. on a motion by Councilman Shaak, seconded by Nolan.

PRESENT: MAYOR NICOL, COUNCILMEN GIANFORTE, GORHAM, NOLAN & SHAAK, ATTORNEY MONTENEGRO & ADMINISTRATOR NOLAN.

ABSENT: COUNCILMEN GARRUZZO AND VISCEGLIA

Following a moment of silent prayer, a salute to the flag and a roll call, the Minutes of the November 24th, 2014 Regular meeting were approved on a motion by Councilman Nolan seconded by Councilman Gianforte; all aye; no nays. Passed

Councilman Shaak seconded by Councilman Gianforte, introduced Resolution 14-104 for Passage of the Consent Agenda.

Resolution:
A. To authorize the redemption of Tax Title Lien, 2014-04, Block 22.01 Lot 26, in the amount of $47,254.12
B. To appoint Brian Dreher, 509 Magnolia Avenue, Brielle as a Probationary Patrolman with the effective date of January 1st, 2015
C. (see insertion)

Vote: Councilmen Gianforte, Gorham, Nolan & Shaak; all aye No nays. Passed

Councilman Shaak seconded by Councilman Gorham, introduced Resolution 14-105 For Payment of Bills. Be It Resolved, that the following bills be paid, and that the Mayor or President of Council be authorized to draw orders on the Chief Finance Officer for payment of the bills of December 8th, 2014, as reviewed by the Finance Committee and as listed on the Resolution and the Computer Bill List amended thereto. Vote: Councilmen Gianforte, Gorham, Nolan & Shaak; all aye. No nays. Passed (Note: Prior to the passage of the Resolution, Councilmen Gianforte & Shaak were appointed to the Finance Committee for purposes of this meeting).

Mayor Nicol announced that the time had arrived for a hearing and further consideration of “AN ORDINANCE TO AMEND & SUPPLEMENT ORDINANCE NO. 1029 “AN ORDINANCE FIXING THE SALARIES & COMPENSATIONS OF THE VARIOUS OFFICERS AND EMPLOYEES OF THE BOROUGH OF BRIELLE”.

The hearing was opened on a motion by Councilman Shaak seconded by Councilman Gianforte.

The Administrator explained that the ordinance established salary “ranges” for employees. The exact amount of the salary would appear in the Salary Resolution to be adopted on December 24th.

The hearing was closed on a motion by Councilman Shaak seconded by Councilman Gianforte.

Councilman Gorham seconded by Councilman Nolan, introduced resolution 14-106 for adoption PAGE 99

on passage and final reading. Vote: Councilmen Gianforte, Gorham, Nolan & Shaak; all aye. No nays. Passed.

Councilman Nolan seconded by Councilman Gianforte, introduced resolution 14-107 to authorize publication of passage and adoption in the Coast Star according to law. Vote: Councilmen Gianforte, Gorham, Nolan & Shaak; all aye. No nays. Passed.

Mayor Nicol called for committee reports and recognized Councilman Gianforte who had no report but complimented the Board of Recreation and the community for an extraordinary Christmas Tree Lighting.

Councilman Nolan echoed these sentiments and noted the addition of a new character “The Bumble” (who he added parenthetically was not Councilman Garruzzo) who was a great hit.

Councilmen Shaak and Gorham having no reports, and there being no public comment, the meeting was adjourned at 7:46 pm on a motion by Councilman Shaak seconded by Councilman Nolan.

RESOLUTION OF THE BOROUGH OF BRIELLE

WHEREAS, NJSA:40A58 PROVIDES FOR MAKING TRANSFERS BETWEEN 2014 BUDGET APPROPRIATION ACCOUNTS DURING THE MONTHS OF NOVEMBER & DECEMBER, AND

WHEREAS, IT HAS BECOME NECESSARY AT THIS TIME TO EXPEND FUNDS IN EXCESS OF THE SUMS APROPRIATED FOR THE PURPOSES SPECIFIED IN THE 2014 BUDGET, AND

WHEREAS, THE GOVERNING BODY MAY, BY RESOLUTION, TRANSFER AN EXISTING EXCESS TO AN APPROPRIATION DEEMED INSUFFICIENT.
