MINUTES May 27th, 2014 WORK SESSION START: 7:30 PM

PRESENT: MAYOR NICOL, COUNCILMEN GARRUZZO, NOLAN, VISCEGLIA, SHAAK, ATTORNEY MONTENEGRO & ADMINISTRATOR NOLAN.

ABSENT: COUNCILMEN GIANFORTE & GORHAM

Mayor Nicol convened the work session in compliance with the Open Public Meetings Act and recognized the Administrator, who advised Council that he had nothing to report, but he cited the attendance of the Board of Recreation Member Thomas McManus, who was present to announce that Nicole Lauria was the winner of the Board’s $1000.00 scholarship.

Mr. McManus informed the Council that Ms. Laurie had been recognized not only for her academic achievement, but for her many contributions to the community that included participation in over thirty Board of Recreation sponsored events that included, as Councilman Nolan pointed out, a stint as the “Easter Bunny” (a personal favorite Nicole confessed).

Ms. Laurie was recognized and applauded by the Governing Body.

There being no further comment, work session was adjourned at 7:35 p.m. on a motion by Councilman Shaak, seconded by Councilman Garruzzo.

MINUTES May 27th, 2014 START: 7:36 P.M.

PRESENT: MAYOR NICOL, COUNCILMEN GARRUZZO, NOLAN, SHAAK, VISCEGLIA, ATTORNEY MONTENEGRO & ADMINISTRATOR NOLAN.

ABSENT: COUNCILMEN GIANFORTE AND GORHAM

Following a moment of silent prayer, a salute to the flag and a roll call, the Minutes of the May 12th, 2014 Regular meeting were approved on a motion by Councilman Garruzzo seconded by Councilman Visceglia; all aye; no nays. Passed

Councilman Garruzzo seconded by Councilman Nolan, introduced Resolution 14-64 for Passage of the Consent Agenda.

B. To authorize a refund for overpayment of taxes Re: Block 80.01 Lot 5, 415 Melrose Place in the amount of $179.58

Vote: Councilmen Garruzzo, Nolan, Shaak and Visceglia; all aye, No nays. Passed Note: Councilman Garruzzo abstained on “A” & “E”

Councilman Visceglia seconded by Councilman Shaak introduced Resolution 14-65 for payment of Bills. Be It Resolved, that the following bills be paid, and that the Mayor or President of Council be authorized to draw orders on the Chief Finance Officer for payment of the bills of May 27th, 2014, as reviewed by the Finance Committee and as listed on the Resolution and the Computer Bill List amended thereto. Vote: Councilmen Garruzzo, Nolan, Shaak and Visceglia: all aye No nays. Passed

Mayor Nicol then called for committee reports and recognized Councilman Visceglia who had no report.

Councilman Shaak advised that on Wednesday, May 28th, the Borough would officially designate the Recycling Center as the Ann D. Scott Recycling Center and launch the new plastic bag recycling initiative.

Councilman Garruzzo advised the public that over the Memorial Day weekend the Police made five arrests and responded to an equal number of motor vehicle accidents. The Police also patrolled Nienstedt “Treasure Island”, Saturday through Monday and issued verbal warnings to those who were violating municipal ordinances. This weekend summonses shall be issued.

The Department hopes, with the assistance of the DPW, to soon have signage in place, on the island to explain the Borough Ordinance to the public and, manpower permitting, enforcement will continue throughout the summer. The Police are also working with the Coast Guard to address the issue of the Island and wash and wake violations in the Manasquan River. Councilman Garruzzo also thanked the Brielle Fire Department for lending the Police Department their Fire Rescue boat over the weekend.
Councilman Nolan reminded the public that next weekend would see the third annual North vs. South competition; he urged all residents to participate and noted that the $15.00 entry fee had supported a number of worthwhile causes within the community.
Councilman Nolan also informed the public that the deadline for applications for the Jean Wetzel Scholarship Fund would close on May 30th. Applications were available on-line. Councilman Nolan added that e-books were available at no charge to patrons with tablets and the Library Association had recently completed the painting of the exterior of the building at no cost to the Borough.
Mayor Nicol then opened the meeting to the public and recognized Fire Chief Rod Zarelli and Fire Company Jim Stetson who jointly presented a “Thirty Year Achievement Award” to Councilman Tim Shaak for his contributions to the company over the years.
There being no further public comment the meeting was adjourned at 7:48 p.m. on a motion by Councilman Garruzzo seconded by Councilman Visceglia.

BOROUGH OF BRIELLE RESOLUTION
Whereas, application has been made for the renewal of liquor license #1308-33-010-008, and

Whereas, the application is complete, the $2,225.00 fee due the Borough of Brielle and the $200.00 fee due to the State of New Jersey, Division Of Alcoholic Beverage Control have been received, and all municipal requirements have been met, and

Whereas, no objections to the renewal of this license have been received.

Now therefore be it resolved, that the application of RPVR, Inc. T/A Due Amici for premises located at 420 Higgins Avenue, Brielle, N.J., is hereby approved and the Municipal Clerk is authorized to issue the license for the license year July 1st, 2014 through June 30th, 2015.

Whereas: on May 20th, 2014 Friends of the Friendly Sons of St. Patrick of the Jersey Shore, 700 Hwy. 71 Spring Lake, NJ 07762 submitted Raffle Application No. 2014-7 ID, No. 475-8-37707 for an Off-Site raffle, to be held at Manasquan River Golf Club, 843 Riverview Drive Brielle NJ 08730 on Monday, Aug. 4th, 2014 at 9pm.

Whereas: the Brielle Police Department had indicated that it has no objection to granting this License.

Now, Therefore, Be It Resolved: that the Governing Body of the Borough of Brielle directs the Business Administrator to sign the Findings and Determination and the Municipal Clerk is to issue the required License on behalf of the Borough.

Now therefore be it resolved that the application of Town House, LLC, for premises located at 110 Union Avenue (Route #71), Brielle, New Jersey, is hereby approved and the municipal clerk is hereby authorized to issue said license for the license period July 1st, 2014 through June 30th, 2015.
