PRESENT: MAYOR NICOL, COUNCIL MEMBERS GARRUZZO, GORHAM, NOLAN, SCOTT & VISCEGLIA. ATTORNEY MONTENEGRO AND DEPUTY MUNICIPAL CLERK MCMENAMY

ABSENT: COUNCILMAN SHAAK
Mayor Nicol convened the work session in compliance with the Open Public Meetings Act and recognized the Deputy Clerk, who had nothing to report for the Administrator.

There being no further public comment, the work session adjourned at 7:31 p.m. on a motion by Councilman Garruzzo and seconded by Councilman Nolan.

ABSENT: COUNCILMAN SHAAK

Following a moment of silent prayer, a salute to the flag and a roll call, the Minutes of the September 9th, 2013 meeting were approved on a motion(Note: Correction of the donation amount which was $200) by Councilwoman Scott seconded by Councilman Visceglia; all aye; no nays. Passed.

Councilman Garruzzo seconded by Councilman Nolan, introduced Resolution 13-76 For Passage of the Consent Agenda.

Resolution:
A. (see insertion).
B. To appoint Michael D. Ferguson as a Class II Special
C. (see insertion).

Vote: Councilman Garruzzo, Gorham, Nolan, Scott & Visceglia; all aye. No nays. Passed.

Councilman Nolan, seconded by Councilman Gorham introduced Resolution 13-77 for Payment of Bills. Be It Resolved, that the following bills be paid, and that the Mayor or President of Council be authorized to draw orders on the Chief Finance Officer for payment of the bills of September 23rd, 2013, as reviewed by the Finance Committee and as listed on the Resolution and the Computer Bill List amended thereto. Vote: Council members Garruzzo, Gorham, Nolan, Scott & Visceglia; all aye. No nays. Passed.

Mayor Nicol then called for committee reports and recognized Councilwoman Scott who started her report with bulk pickup week which would be during the week of October 7th through the 11th. She reminded the residents that no metal or concrete would be accepted during bulk pick up. Leaf collection will be starting October 1st. No more brush to the curb. She continued with the DPW was working on hot patching pot holes and cleaning the parks and Higgins Avenue. Councilwoman Scott finished with announcing the Public Works section of the web site has been updated.

Councilman Nolan started his report with information on the Coaster Derby which is scheduled for September 28th. He suggested to all residents to come check out the Mom’s flag football game which will take place on October 5th under the lights. Fall Festival and Chili contest is set for October 20th. Councilman Nolan announced the Library will be hosting Pasta FaJoeLeone on October 10th from 6-9pm. Councilman Nolan concluded his report describing the work the Boy Scouts had done on Treasure Island and the numerous bags of garbage which were removed from the island.

Councilman Garruzzo, Gorham and Visceglia having no report, the Mayor opened the meeting to public comment. No comment being heard.

The meeting was adjourned at 7:40pm on a motion by Councilman Garruzzo, seconded by Councilman Visceglia.

Resolution No: 13-76-A Date: Sept. 23rd, 2013

Resolution of the Borough of Brielle

Whereas: on August 30th, 2013 Brielle PTO, 605 Union Lane, Brielle, NJ 08730 submitted Raffle Application No. 2013-26 ID, No. 57-5-22886 for an off-site 50/50 raffle, to be held at Brielle Elementary School, 605 Union Lane Brielle NJ 08730 on November 15th, 2013 at 3:00pm .

Whereas: the Brielle Police Department had indicated that it has no objection to granting this License.

Now, Therefore, Be It Resolved: that the Governing Body of the Borough of Brielle directs the Business Administrator to sign the Findings and Determination and the Municipal Clerk is to issue the required License on behalf of the Borough.

Resolution of the Borough of Brielle

Whereas, Michael D. Ferguson has demonstrated the ability and qualifications required to serve as a Class II Special Police Officer.

Now Therefore Be It Resolved, that Michael D. Ferguson be appointed a Class II Special Police Officer for the Borough of Brielle, effective this date of September 23rd, 2013.

Vote: Council Members Garruzzo, Gorham, Nolan, Scott, & Visceglia; all aye. No nays. Passed.

Put The Brakes On Fatalities Day

Whereas, Across the nation, traffic crashes caused approximately 34,000 fatalities in 2012, and are the leading cause of death for young people ages 15 to 34; and,

Whereas, In New Jersey, 589 individuals lost their lives in traffic crashes in 2012; and,

Whereas, Alcohol-related crashes accounted for 27 percent of the State's traffic fatalities, while 26 percent of all fatal crashes involved traveling at unsafe speeds; and,

Whereas, Motorcyclists, bicycle riders and pedestrians face increased risks on New Jersey's roadways, as people opt for alternative modes of transportation; and,

Whereas, 70 motorcyclists, 14 bicyclists and 163 pedestrians were killed in New Jersey in traffic-related crashes in 2012; and,

Whereas, Safer driving behaviors such as buckling up, every ride; obeying posted speed limits; stopping for pedestrians in crosswalks and using crosswalks when walking; avoiding aggressive driving behaviors; never driving impaired; wearing proper safety gear when riding a motorcycle or bicycle; and, focusing solely on driving by avoiding distractions, can dramatically reduce the number of traffic-related injuries and deaths;

Now, therefore be it resolved, that the Borough of Brielle declares its support for Put the Brakes on Fatalities Day, which will occur on the October 10, 2013, and call upon everyone to put these lifesaving behaviors into practice to improve safety on the roadways in our community and throughout the State.
