MINUTES JANUARY 28th, 2013 WORK SESSION START: 7:30 PM

PRESENT: MAYOR NICOL, COUN. GARRUZZO, GORHAM, NOLAN, SCOTT & SHAAK. ATTORNEY MONTENEGRO & ADMINISTRATOR NOLAN.

ABSENT: COUNCILMAN VISCEGLIA

Mayor Nicol convened the work session in compliance with the Open Public Meetings Act and recognized the Administrator who had nothing to report.

There being no comments the work session was adjourned at 7:31 p.m. on a motion by Councilman Nolan seconded by Councilman Garruzzo.

ABSENT: COUNCILMAN VISCEGLIA

Following a moment of silent prayer, a salute to the flag and a roll call, the Minutes of the January 14th, 2013 meeting were approved on a motion by Councilman Garruzzo seconded by Councilman Gorham; all aye; no nays. Passed.

Councilman Garruzzo, seconded by Councilman Nolan introduced Resolution 13-15 for passage of the Consent Agenda.

Resolution:
A. (see insertion)
B. To renew the 2013 Trailer Court License for ROAR Management.
C. To appoint Councilwoman Ann D. Scott & Marjorie Cho as the Brielle Municipal Representatives to the Shore Community Alliance.
D. To authorize Clean Ocean Action to conduct Beach Sweeps in Brielle on April 27th and October 19th, 2013.

Vote: Councilman Garruzzo, Gorham, Nolan, Scott & Shaak; all aye. No nays. Passed(Note: Councilman Shaak abstained on “A”.) Councilwoman Scott took this opportunity to recognize Ms. Cho who already had given fifteen years of service to the Alliance.

Councilman Garruzzo, seconded by Councilman Nolan introduced Resolution 13-16 for Payment of Bills. Be It Resolved, that the following bills be paid, and that the Mayor or President of Council be authorized to draw orders on the Chief Finance Officer for payment of the bills of January 28th, 2013, as reviewed by the Finance Committee and as listed on the Resolution and the Computer Bill List amended thereto. Vote: Councilman Garruzzo, Gorham, Nolan, Scott & Shaak; all aye. No nays. Passed. (Note: Councilman Shaak was appointed to the Finance Committee for the purpose of this meeting.)

Mayor Nicol then called for committee reports and recognized Councilwoman Scott who advised the public that the leaf collection would end on Friday. Councilwoman Scott also cited the DPW’s hard work on debris removal that continued to move smoothly.

The councilwoman also reminded the public that Municipal ordinance required all vehicles to be parked off-street in a snow emergency. The recent storm had played havoc with the DPW plowing efforts. Residents were reminded to comply with the law.

In closing, Councilwoman Scott cited the work of the Shore Community Alliance and the recent summit held at Manasquan High School that brought together representatives of the Police Departments, from the sending districts and members of the Alliance.

Councilman Nolan cited the scheduled art show at the Library and the program, featuring the Margaret Patterson Art Studio, a studio that offered programs to children of the Middle School right up to adults. The exhibit in the Library would showcase the works of 14 outstanding Monmouth County artists.

Turning to Recreation, Councilman Nolan reminded the public of the Annual Snowman Building Contest and 3 on 3 basketball program that would begin in early March.

Councilmen Garruzzo, Shaak & Gorham having no reports, the meeting was opened to the public and Mr. Steve Tarrant advised the Governing Body of the services his firm United American Contractors, Inc. were prepared to offer Brielle residents adversely impacted by Hurricane Sandy.

Among the areas cited was his firm’s ability to address insurance issues when the adjuster for the homeowner policy sought to economize at the expense of the homeowner. He gave the example of a condominium complex in Florida where the adjuster offered $250,000 and his firm was eventually able to secure $10,000,000.

Council thanked him for his time and informational material were left for public distribution.

There being no further public comment, the meeting was adjourned at 7:45 pm on a motion by Council Shaak, seconded by Councilman Gorham.

Resolution No: 13-15-A Date: January 28th, 2013

Resolution of the Borough of Brielle

Whereas: on January 28th, 2013 Brielle Fire Co. # 1 Inc., 509 Longstreet Ave, Brielle, NJ 08730 submitted Raffle Application No. 2013-1 ID No. 57-9-9394 for an off-site 50/50 raffle, to be held at Brielle Park 644 Union Lane Brielle, NJ 08730 on Saturday, September 7th, 2013 at 5pm.

Whereas: the Brielle Police Department had indicated that it has no objection to granting this License.

Now, Therefore, Be It Resolved: that the Governing Body of the Borough of Brielle directs the Business Administrator to sign the Findings and Determination and the Municipal Clerk is to issue the required License on behalf of the Borough.

The foregoing is a true copy of a Resolution passed by the Mayor & Council of the Borough of Brielle at a meeting held at Borough Hall, 601 Union Lane, Brielle, New Jersey, on January 28th, 2013.
