MINUTES JULY 23rd, 2012
WORK SESSION START: 7:30 PM

PRESENT: COUNCIL-PRESIDENT GARRUZZO, GORHAM, NOLAN, SCOTT, SHAAK & VISCEGLIA. ATTORNEY MONTENEGRO & ADMINISTRATOR NOLAN.
ABSENT: MAYOR NICOL.

Council-President Garruzzo convened the work session in compliance with the Open Public Meetings and recognized the Administrator who asked permission to add three resolutions to the consent agenda. Council gave permission, but Coun. Nolan asked for clarification on the third resolution which dealt with a veteran disability; he asked if it meant that the individual paid no property tax. The Administrator explained that Coun. Nolan was correct, but added that the Borough would still receive tax money that would be paid from a special fund established by the state for that purpose.

There being no comments the work session was adjourned at 7:32pm on a motion by Coun. Nolan, seconded by Coun. Visceglia.

ABSENT: MAYOR NICOL.

Following a moment of silent prayer, a salute to the flag and a roll call, the Minutes of the July 9th, 2012 were approved on a motion by Coun. Garruzzo, seconded by Coun. Visceglia; all aye; no nays. Passed.

Coun. Scott, seconded by Coun. Visceglia, introduced Resolution 12-73 For Passage of the Consent Agenda.

Resolution:
A. To declare an emergency re: repairs to municipal well at Old Bridge Road.
B. To declare an emergency re: replacement of a collapsed storm drain at Chester & Harris Avenue.
C. (see insertion).

Motion:
Vote: Coun. Garruzzo, Gorham, Nolan, Scott, Shaak & Visceglia; all aye. No nays. Passed.

Coun. Visceglia, seconded by Coun. Shaak, introduced Resolution 12-74 for Payment of Bills. Be It Resolved, that the following bills be paid, and that the Mayor or President of Council be authorized to draw orders on the Chief Finance Officer for payment of the bills of July 23rd, 2012, as reviewed by the Finance Committee and as listed on the Resolution and the Computer Bill List amended thereto. Vote: Coun. Garruzzo, Gorham, Nolan, Scott, Shaak & Visceglia; all aye. No nays. Passed.

Council-President Garruzzo called for committee reports and recognized Coun. Scott who had no report. Coun. Nolan advised the public that the Board of Recreation’s trip to Yankee Stadium on August 4th was sold out. He also noted that Recreation was sponsoring a “Sand Lot” intramural series. For information call 201-926-1400.

Coun. Nolan also noted that the Library’s Summer Reading program would end on August 9th and the Summer Chess Club was about to begin.

Coun. Garruzzo had no report, but Coun. Shaak cited the success of the recent table top exercise that included OEM and all arms of the Public Safety as they underwent hurricane preparedness training.

Coun. Shaak also cited NJDOT’s recent clearing of brush in particular in the area of the Route #71 on and off ramps. All dead vegetation has been removed and the plan called for new plantings in the fall. Coun. Shaak added that NJDOT acknowledged that this was the first time they had performed such maintenance in the area in fifty years. The bulk of the plantings that were removed consisted of weeds and poison ivy.

Coun. Gorham & Visceglia having no report, the meeting was open to public comment.

The chair recognized Dennis Parker, 649 Holly Hill Drive, who advised council that a similar situation was in view at the confluence of Holly Hill & Old Bridge Road. The area was overgrown and contained numerous dead trees.

Coun. Shaak noted that the area in question was in the state right-of-way and he would therefore bring it to the attention of NJDOT. The east side of Old Bridge Road was a Monmouth county right-of-way and he would address that issue with them. He was confident that something could be done in the fall.

There being no further comments, the meeting was adjourned at 7:45 p.m. on a motion by Coun. Shaak, seconded by Coun. Scott.

Resolution of the Borough of Brielle

Whereas, Mark Donaldson, of 28 Mulberry Court, Unit B (Block 62.01 Lot 28.02) Has been approved for 100% disabled veteran status and is therefore no longer liable for the payment of property tax.

Now Therefore Be It Resolved, the following taxes are to be "struck-off'
2012 $5,580.90
2013 $2,790.45 (1st Half)
Total $8,371.35

Be It Further Resolved that this resolution take effect immediately upon passage according to law.
