MINUTES MAY 29TH, 2012 WORK SESSION START: 7:30 PM

PRESENT: MAYOR NICOL, COUN. GARRUZZO, GORHAM, NOLAN, SCOTT, SHAAK & VISCEGLIA. ATTORNEY MONTENEGRO & ADMINISTRATOR NOLAN.

ABSENT: NONE.

Mayor Nicol convened the work session in compliance with the Open Public Meetings. The Administrator had no report, but he asked permission to add two liquor license renewals to the consent agenda. Council agreed. He then advised the Council that the Board of Recreation Chairman, John Devereux was present and he had a presentation for the Valentine Family.

Mr. Devereux went first and made the presentation of a $10,000 check to the Valentine Family to assist them in paying medical bills for their son. The bulk of the funds were raised through the North/South competition that Mr. Devereux was pleased to note the North had won this year. He added that it was this type of event that showed the character of the Brielle Community.

Mayor Nicol recognized the outstanding job that Mr. Devereux had done and offered that Brielle was the peat community it was, due largely to residents like Mr. Devereux who gave so much back to the community.

Coun. Nolan noted that when John Devereux had first come up with the idea for a North vs. South sports competition he had been skeptical and feared it could cause ill feelings that would divide the borough. He had been wrong and the competition had actually brought the townspeople closer together.

Coun. Visceglia, one of the South's "Victors" in a tennis match with Mr. Devereux voiced his opinion (tongue in cheek) that the North had brought in ringers from the outside and next year he wanted residency checked, along with birth certificates as the North had too many young people on their side. He predicted a victory for the South in 2013 and Coun. Nolan, a fellow Southerner shared his sentiment.

The Jefferson Day presentation was carried to June 11th.

There being no further comments the work session was adjourned at 7:41 p.m. on a motion by Coun. Shaak, seconded by Coun. Nolan.

MINUTES MAY 29TH, 2012 START: 7:46P.M.

PRESENT: MAYOR NICOL, COUN. GARRUZZO, GORHAM, NOLAN, SCOTT SHAAK & VISCEGLIA. ATTORNEY MONTENEGRO & ADMINISTRATOR NOLAN.

ABSENT: NONE.

Following a moment of silent prayer, a salute to the flag and a roll call, the Minutes of the May 14th, 2012 were approved on a motion by Coun. Shaak, seconded by Coun. Garruzzo; all aye; no nays. Passed.

Coun. Garruzzo, seconded by Coun. Scott introduced Resolution 12-63 For Passage of the Consent Agenda.

Resolution:

B. To accept a proposal from Birdsall Engineering for the engineering work, preparation of plans and specifications, on-site inspections etc, to permit the implementation of 2012 capital improvement program.

Vote: Coun. Garruzzo, Gorham, Nolan, Scott, Shaak & Visceglia; all aye. No nays. Passed. (Note: Coun. Nolan abstained on "B" and Coun. Garruzzo abstained on "E".

Coun. Visceglia, seconded by Coun. Shaak, introduced Resolution 12-64 for Payment of Bills. Be It Resolved, that the following bills be paid, and that the Mayor or President of Council be authorized to draw orders on the Chief Finance Officer for payment of the bills of May 29th, 2012, as reviewed by the Finance Committee and as listed on the Resolution and the Computer Bill List amended thereto. Vote: Coun. Garruzzo, Nolan, Scott, Shaak & Visceglia; all aye. No nays. Passed.

Mayor Nicol then called for committee reports and recognized Coun. Scott who advised the public of the plantings at the Route #35/Higgins Avenue sign courtesy of Burke Wall and added that Coun. Shaak would have additional information on the beautification of this area.

Coun. Scott cited the Seventh Day Decoration Day Ceremony hosted by the Brielle Historical Society. The day sought to recreate the original tradition of civil war windows and family members honoring those who died during the American Civil War.

Coun. Scott added those four members of the Osborn Family, whose family plots provided the cemetery with its name, were present and she added that each year a different conflict was recalled. This year it was the civil war and Richard Trimble, an OCC Adjunct Professor, former teacher at Manasquan H.S. and former Summer Recreation Program Director, gave a rousing lecture on the subject.

Coun. Scott also cited the group’s appreciation of Mayor Nicol's opening remarks.

Coun. Nolan advised the public that the Summer Recreation would soon begin. Participation of children K through 7th Grade had risen over the past three years from 125 to 200. Sign-ups would be held at Curtis House on Saturday, June 2nd and again on June 9th from 10:00 am to 12 noon.

Coun. Nolan also reminded the public that Sunday, June 3rd, the Brielle Library would celebrate its 90th Anniversary; he urged the public to attend as a good time was in store for all.

Coun. Garruzzo had no report. Coun. Shaak explained to the public that JCP&L had clear-cut trees along Route #35 as they had grown into the power lines and posed a threat to those lines that provided power for much of eastern Ocean County. Some replanting had taken place and a private hedge screen had been provided. While this was not optimum, there was good news in that NJDOT intended to augment these plantings with twelve hardwood trees. There would be an adequate buffer between the roadway and the Brandywyne Apartments.

Coun. Shaak also cited the improvements being made by the new owner of Hoffman's Marina. He was seeking to be actively involved in the community and he had already replaced the docks. He hoped to add a pool and a restaurant and make the site a destination that would bring more visitors to the Green Avenue Corridor.

Coun. Gorham & Visceglia having no reports, the meeting was opened to the public and Brendan Roberts, 1002 Forrest Road, was recognized.

Mr. Roberts voiced a concern over the recent report of a possible child abduction and asked why the Reverse 911 system had not been utilized to advise parents of the incident.

Coun. Garruzzo advised that all questions regarding the child luring investigation along with the assessment of the current Reverse 911 police should be referred to the Police Department as they are spearheading this endeavor.

Coun Shaak added that the Borough had to be discreet as the matter was still under investigation and it remained an isolated incident. The Borough wanted to avoid a panic. Mr. Roberts felt that it was appropriate to err on the side of caution in a case like this, but he would contact Chief Palmer to discuss the matter further.
