MINUTES AUGUST 23rd, 2010 WORK SESSION START: 7:30 PM

PRESENT: MAYOR NICOL, COUN. GORHAM, NOLAN, SCOTT & VISCEGLIA, ATTORNEY MONTENEGRO & ADMINISTRATOR NOLAN.

ABSENT: COUN. GARRUZZO & SHAAK.

Mayor Nicol convened the work session in compliance with the Open Public Meetings Act and recognized the Administrator who advised that he would be meeting with the Borough Engineer to review the potential for another application to Monmouth County for Open Space Funding. In that event, given the September 22nd deadline, he would need to advertise for a public hearing ten days prior to the September 13th meeting. Council had no objection to such a cause of action.

There being no further comments the work session was adjourned at 7:35 p.m. on a motion by Coun. Nolan, seconded by Coun. Scott.

PRESENT: MAYOR NICOL, COUN. GARRUZZO, GORHAM, NOLAN, SCOTT & VISCEGLIA. ATTORNEY MONTENEGRO & ADMINISTRATOR NOLAN.

ABSENT: NONE.

Following a moment of silent prayer, a salute to the flag and a roll call, the Minutes of the August 9th, 2010 Meeting were approved on a motion by Coun. Scott seconded by Coun. Garruzzo; all aye; no nays. Passed.

Coun. Garruzzo, seconded by Coun. Nolan introduced Resolution 10-69 for passage of the Consent Agenda.

Resolution:

F. To authorize the Brielle Police Department to participate in the annual D.W.I.
Enforcement Program.
Vote: Coun. Garruzzo, Gorham, Nolan, Scott & Visceglia all aye. No nays. Passed.

Coun. Visceglia, seconded by Coun. Gorham, introduced Resolution 10-70 for Payment of Bills. Be It Resolved, that the following bills be paid, and that the Mayor or President of Council be authorized to draw orders on the Chief Finance Officer for payment of the bills of August 23rd, 2010, as reviewed by the Finance Committee and as listed on the Resolution and the Computer Bill List amended thereto. Vote: Coun. Garruzzo, Gorham, Nolan, Scott & Visceglia; all aye. No nays. Passed.

Mayor Nicol called for Committee Reports and recognized Coun. Scott who reminded the public of the importance of casting their vote on the Tom’s of Maine Website in order to secure funds for the proposed Teen Center in Manasquan, sponsored by the South Monmouth Municipal Alliance to prevent teen suicide. September 10th was the deadline, but residents could cast their votes on a daily basis.

Coun. Nolan cited the Library Book Sale, September 10th through 11th and the "Bounce" on Brielle Day. He also noted that a program on the "Mechanics" of running would be conducted between September 14th and October 21St, between the hours of 3:30 and 4:15 pm.

Turning to Recreation, the Councilman cited 150 applicants, both boys and girls for flag football, the annual Brielle Dash at 6:00 p.m. on September 10th, and on September 25th, the Soap Box Derby (Rain Date September 26th).

Coun. Garruzzo, Gorham & Visceglia had no reports and the meeting was opened to the public. Jack Farr, 823 Rathjen Road, was recognized and he reminded the Council of an on-going drainage problem. Coun. Nolan stated that he was aware of the problem and he had visited the site. The problem resulted from a perforated concrete pipe that was the state of the art when installed, but now had begun to deteriorate. There was no simple solution, but the Administrator was working with the Borough Engineer to address the problem as expeditiously as possible.

There being no further comments the meeting was adjourned at 7:55 pm on a motion by Coun. Scott, seconded by Coun. Gorham.

Whereas: on August 10th, 2010, Big Hearts to Little Hearts, 1103 Shore Drive, Brielle, NJ 08730, submitted Raffle Application No. 2010-10, ID No. 574-35-787 an on-site gift raffle, to be held at the Union Landing Restaurant, 622 Green Avenue, Brielle NJ on Friday, September 25th, 2010 from 12noon to6pm.

Whereas: the Brielle Police Department had indicated that it has no objection to granting this License.

Now, Therefore, Be It Resolved: that the Governing Body of the Borough of Brielle directs the Business Administrator to sign the Findings and Determination and the Municipal Clerk is to issue the required License on behalf of the Borough.
